To assist our community during the Covid-19 pandemic, Franklin County residents, who do not have a library card, are eligible for a Digital Access account without having to visit the library.
What is a Digital Access account?
This account is temporary and used only to access electronic materials and online services such as eBooks, streaming services and research databases.
You may be issued a Digital Access account within 72 hours but this is an approximate time frame. Once the application is processed, you will receive a detailed email with all pertinent information enabling you to log on our electronic services. The digital access card will be mailed via USPS to the address you provide on the application. Please note: OBR numbers do not allow access to our system, please wait until you hear from us.

How do I gain full access to physical materials and in-building services?
Please visit the Paul Sawyier Public Library (PSPL) to upgrade from a Digital Access account to a Full-service account. To complete the process, please bring the follow with you:
- A valid picture ID with current address OR valid picture ID and proof of current address. Mail addressed and delivered to you at your current address will serve as proof of residence.
- If under eighteen (18) you must have a parent or guardian present to pick up your card. Parents and/or guardians who submit online applications accept all responsibility for checked out materials, access to library computers and for any charge(s) incurred by their child.
- Your Digital Access Card: If you lose or misplace your digital access card, alert library staff when upgrading to a full-service account.
Individuals residing outside of Franklin County are NOT eligible to receive a Digital Access account.
Kentucky Residents residing outside of Franklin County ARE however eligible for Full-Service accounts. To receive a library card they must be applied for and picked up in person. We do not send full-service cards via email or postal mail.
The processes described on this page are subject to change based on the needs of the Library. Some applications may require additional verification. The Library reserves the right to revoke accounts due to misuse.
